U.S. Representatives Young Kim, Salud Carbajal, Juan Ciscomani, Jill Tokuda, Mike Lawler, and Gil Cisneros have introduced the Combat Veterans Pre-Enrollment Act. This bipartisan legislation aims to allow service members to pre-enroll in Department of Veterans’ Affairs (VA) patient enrollment before their discharge from the military.
Under current regulations, armed forces members cannot apply for VA health care until they receive their official separation documents after discharge. The proposed bill seeks to establish a three-year pilot program enabling eligible service members to opt-in for VA health care during the 180-day period prior to their separation date. Additionally, it mandates that the VA report annually to Congress on the program and its pre-enrolled members.
"Our service members should not have to worry about whether their families can receive VA health care as they transition to civilian life," said Congresswoman Kim. "The Combat Veterans Pre-Enrollment Act addresses any lapse in care and gives our armed forces the certainty they deserve."
Representative Carbajal emphasized the importance of timely healthcare for veterans: "The men and women who serve our nation put their lives on the line to protect our freedoms; we need to ensure that our veterans receive the care they deserve without delay."
Congressman Ciscomani highlighted challenges faced by veterans: "We must take every action to make this transition as smooth as possible and ensure that our veterans receive the health care and benefits their service earned."
U.S. Rep. Jill Tokuda added her support: "Transitioning to civilian life can be very challenging for our servicemembers and waiting for health care should not be an added burden."
Congressman Lawler expressed his commitment: "The Combat Veterans Pre-Enrollment Act is a critical measure that will ensure our veterans get the care they need after they finish their military service."
Finally, Congressman Cisneros shared his personal perspective as a veteran: "As a veteran, I know firsthand the challenges that servicemembers and their families face when they leave military service and begin to reintegrate into civilian life."
