Orange County Sheriff’s Department plans distracted driving enforcement in San Clemente

On November 14, 2025, the Orange County Sheriff’s Department will carry out an enforcement operation in San Clemente targeting drivers who violate California's hands-free cell phone law.

The law prohibits drivers from holding a phone or any electronic communications device while operating a vehicle. This includes talking, texting, or using applications. Those caught using handheld devices while driving can face fines. Repeat offenders—those cited for a second violation within 36 months of a prior conviction—will have a point added to their driving record.

Sergeant K. Ishii stated, "A driver’s focus should be on the road, not their phone. That text, phone call, email or social media post is not worth the risk to yourself and other people on the road."

Drivers are advised to pull over safely if they need to make an important call or program directions. It is also recommended that phones be silenced or placed out of reach before starting to drive.
