On August 16, 2025, the Orange County Sheriff’s Department will carry out an enforcement operation in San Juan Capistrano targeting drivers who violate California’s hands-free cell phone law. The operation aims to address distracted driving and encourage compliance with state regulations.
Current California law prohibits drivers from holding a phone or electronic communication device while operating a vehicle. Activities such as talking, texting, or using apps are not allowed unless conducted through hands-free means. Offenders face fines for violations, and those cited a second time within 36 months for the same offense will have a point added to their driving record.
“A driver’s focus should be on the road, not their phone,” Sergeant K. Ishii said. “That text, phone call, email or social media post is not worth the risk to yourself and other people on the road.”
Authorities advise that if drivers need to make an important call or program directions into a device, they should pull over safely before doing so. Drivers are also encouraged to silence phones or place them out of reach before starting their trip.
