U.S. Representative Young Kim of California has introduced the Reviewing Economic and Protection Objectives for the Reciprocal Tariffs Act, known as the REPORT Act. This legislation aims to restore Congressional oversight over the executive branch's authority on tariffs.
The proposed act would require the President to notify Congress and provide a justification report outlining the economic and security objectives behind any increase or decrease in tariff authority 48 hours before such changes take effect. Additionally, it mandates that the U.S. Trade Representative testify before relevant committees once tariffs are implemented. The provisions of this act would apply to future presidential administrations regardless of their political affiliation.
Rep. Jeff Hurd from Colorado has joined as an original cosponsor of the bill. Rep. Kim emphasized that while tariffs can be a strategic tool for balancing trade with other countries, long-term tariffs could increase prices and negatively impact American families and small businesses. "The American people deserve certainty," said Rep. Kim, highlighting her commitment to ensuring transparency regarding economic and security objectives behind tariffs.
Rep. Hurd expressed his support for the bill, citing his advocacy for Congress's constitutional authority over tariffs as outlined in Article I, Section 8 of the Constitution. He stated, "I’m proud to support Rep. Kim’s REPORT Act, which ensures that Congress is notified and briefed on any tariff changes so that we can fulfill our constitutional oversight duties."
