U.S. Representatives Young Kim and Adriano Espaillat have introduced the Housing Survivors of Major Disasters Act (H.R. 426) in an effort to streamline access to resources for survivors of natural disasters. This legislation aims to simplify the process for disaster victims seeking assistance.

The bill proposes several changes, including allowing applicants to declare ownership of their homes without needing deeds or leases, expanding proof of residence options, removing the requirement for notarization on FEMA applications, and extending housing assistance eligibility to mobile homes.

Kim highlighted the impact of recent wildfires in her district, stating: “Last fall, the Airport Fire that started in my district burned nearly 24,000 acres across Orange and Riverside Counties. My community knows firsthand the destruction wildfires can cause and the struggle to recover in the aftermath of natural disasters."

Espaillat addressed broader national issues caused by extreme weather events: "Raging fires in California have displaced thousands of families... Our bill... would provide survivors of natural disasters... desperately needed FEMA assistance."

The act has received endorsements from organizations such as the Hispanic Federation, UnidosUS, and the National Low-Income Housing Coalition during its previous introduction in Congress.
