Bipartisan group seeks repeal of SALT deduction cap

U.S. Representative Young Kim, along with a group of bipartisan lawmakers, has introduced the Securing Access to Lower Taxes by ensuring (SALT) Deductibility Act in an effort to repeal the cap on state and local tax deductions. The proposed legislation aims to provide tax relief to Californians and others affected by the cap.

Representative Kim, who serves as co-chair of the bipartisan SALT Caucus, stated that the current cap "unfairly punishes our Southern California communities," adding that repealing it would provide necessary relief for middle-class families.

Joining Rep. Kim in this initiative are Reps. Andrew Garbarino, Josh Gottheimer, Rob Menendez, Chris Smith, Brad Schneider, Mike Lawler, and Tom Suozzi. These legislators argue that the SALT deduction cap leads to double taxation for residents in their states.

Rep. Garbarino highlighted the impact on New Yorkers since the implementation of the SALT deduction cap and called for its full repeal due to its disproportionate effect on middle-class families.

Rep. Suozzi emphasized his commitment to reinstating the full SALT deduction: “The SALT cap has been a body blow to my constituents.” Meanwhile, Rep. Menendez pointed out how New Jerseyans have been disproportionately affected by the cap over nearly a decade and stressed the importance of providing families with tools to make life more affordable.

In Illinois, Rep. Schneider noted that capping the SALT deduction has led to double taxation for his constituents over six years and expressed pride in joining efforts to restore it.

The bill is backed by additional cosponsors including Representatives Sean Casten, Eleanor Holmes Norton, Danny Davis, Tom Kean Jr., Judy Chu, Julia Brownley, Jerry Nadler, Mikie Sherrill, Laura Gillen, Jimmy Panetta, Pat Ryan, Jamie Raskin, and Jimmy Gomez.
