Construction of the new James A. Musick facility in Santa Ana, California, has been completed. The facility employs an innovative custody model with a focus on rehabilitation services, safety enhancements, and increased access to education and health services.
The 324,000 square-foot facility can accommodate 896 inmates and is designed for minimum and medium-security levels under a direct-supervision model. This represents a shift from traditional jail designs.
“There was a lot of thought and intentionality that went into designing this jail to transition people out of custody and support their re-entry into our community,” said Don Barnes, Orange County Sheriff-Coroner. “With robust programming and innovative features, we look at this facility as an opportunity to better serve those entrusted to our care.”
Each housing unit will have personnel assigned who will remain inside the module around the clock. This setup allows for direct interaction with inmates to encourage positive behavior and address potential issues before they escalate.
The design limits movement within the facility while delivering services directly to those in custody. This approach aims to create a safer environment focused on education and rehabilitation.
Aesthetic features include large-scale colorful murals and increased natural light, which are intended to benefit mental health and foster a calming atmosphere.
Construction began in August 2020 with funding from state grants and county resources. The previous version of the James A. Musick facility closed in 2019 after operating with multiple temporary structures.
