On November 17, 2025, the Orange County Sheriff’s Department will carry out an enforcement operation aimed at drivers suspected of violating California’s hands-free cell phone law. The initiative is part of ongoing efforts to address distracted driving in the region.
Current state law prohibits drivers from holding a phone or electronic communications device while operating a vehicle. This includes activities such as talking, texting, or using apps. Those caught using a handheld device while driving face fines. Repeat offenders—those cited for the same violation within 36 months—will also have a point added to their driving record.
Sergeant K. Ishii commented on the operation: “A driver’s focus should be on the road, not their phone. That text, phone call, email or social media post is not worth the risk to yourself and other people on the road.”
The department advises motorists who need to make calls or set navigation directions to pull over safely before doing so. Drivers are encouraged to silence their phones or place them out of reach before starting their trip.
